How Do I Get My Dog to Stop Barking at Dogs That Try to Smell Her?

shes extremely dominant and really strong
whenever we pass by other dogs on walks, she has to go over and smell them, but she runs at them and it gets the other dog all hyper and so once she finally gets near them she does her whole sniffing everything greeting, but when the other dog tries to sniff her, or whatever they do when they stick their faces around the other dogs face/neck, she growls and does a really mean bark

shes a very nice dog but it really scares the other dog and their owner, but i dont know how to make her stop!
i try to jerk her away and hold her face and tell her no, but it doesnt stop her from doing it the next time

and whats worse is i have to use one of those gentle leaders becuase she pulls so hard, so the other person thinks its a muzzle and when she runs over to theyr dog or barks at them, the other person freaks out and thinks shes going to bite them and runs, which then obviously makes my dog run after them.

any advice on how to fix these habits?
