How to Stop Your Dog From Barking and Howling When I Leave?

I just adopted a 1 yr old dog from the pound and I live in a apartment. I cant have him barking cause I will get in trouble if he makes too much noise. Every time I leave him alone in the house to go out he barks and doesn’t stop what can or should I do? I cant always stay home with him! please help! TY
