Will a Anitbark Device Stop My Neighbors Dogs From Barking?

I have been looking at several antibark devices to stop the 5-6 dogs my neighbors have in their backyard from ruining my day by waking me up many times while I sleep.

There are several on the market, including a few on EBay that have mixed feedbacks. Most all are automatic ultrasonic units. One did claim to be better because it was manually activated so other noises won’t set it off.

I have worked with the police/court system on this before and got it to stop. Problem now is that after 1 1/2 of the dogs being stored inside their garage, they have built a fence. Now the dogs are in the backyard again barking.
However it is not as constant as when they were kept out there on chains before. It will be considerably harder to go to court with it this time since they don’t bark over 10 minutes straight like before.

They bark now for a few minutes and just about the time you go to sleep again they fire back up.

And no, killing them is not an option.
I have used ear plugs in the past. Generally I roll over and they fall out. I even tried the expensive wax kind that forms to your ear.

I also have run a fan on high. Problem is the barking is so loud it won’t begin to cover it up. Not even close. A TV set on really loud does good to be over top of it.
These aren’t bark collars, they are boxes that emit sound when a dog barks.

If they bark for longer periods I can file a civil suit. I was close a couple years ago when they agreed to put them in their garage.

My lawyer found a VERY similar case where the person in my shoes won and was the only complainer, right here in my state.
Does anybody here have an recommendations on a specific device? There are about 5 on the market that I see.
