Train him by hiding out of sight. Get your neighbors to come out--when the dog barks, appear and gently correct him with a touch or word/sound that gets his attention. Repeat, repeat, repeat....Good luck! I have owned 2 Bassetts--they are adorable but stubborn and not the brightest breed. Your puppy needs to learn to be in the pen when you are home as well as away.
