It's a difficult situation if the dogs don't cause any harm other than noise then your kinda stuck without many options.... If they are ignorant, and act stupid about it, then call the police if it is at an indecent hour, most towns, cities have noise ordinances after 10pm or later so they can issue a citation. If that don't work try this, every time the dog barks spray him with your waterhose, if you can get to him. Good luck I used to be an animal control officer and I know how annoying ignorant pet owners can be!!!!!
